Creation of PMU for National Disaster Management Services (NDMS) Pilot Project for creation of Satellite based Communication Network for 120 locations

NDMA has initiated a Pilot Project namely National Disaster Management Services (NDMS) for creation of Satellite based Communication Network for 120 locations across the country including MHA, NDMA, NDRF HQ, all States/UTs and 81 Vulnerable Districts. For close monitoring and timely implementation of the Project a PMU is being created for which NDMA invites applications from persons with qualification and expertise on contract basis for the positions given in the table below which will be filled upon the basis of a contract for the period of employment. The contract will be for a period of one year initially and may be extended with mutual consent based on need and performance for part of the year or maximum for one year at a time or closure of project, whichever is earlier. Educational qualifications & experience required and remuneration offered are given in the table below:

Qualification & Experience
Qualification:
Bachelors Degree or above in Engineering or Electronics & Communication, or Telecommunication, or IT or in any communication related area.
Experience:
Minimum 10 years of experience in above mentioned field.
Retired Government employees with Grade Pay of Rs. 10,000/- and above with experience of 10 years and knowledge in the required domain field, as above, would also be eligible for this position.
Objective
  • Should be fully conversant with all communication technologies (both terrestrial as well as satellite) and switching and transmission, networks, gateways, firewalls, routers that are needed for state-of-the-art communication network setup with failsafe character.
  • Should have thorough knowledge on the selection and specification of the hardware and software for creation of Communication Networks, involving use of latest technologies, data storage, application server, web server, etc. and security of the data bank (through firewalls / proxy servers).
  • Expertise in implementation of communication network projects (based on terrestrial and satellite based communication networks) would be desirable.
Scope of work
  • Responsible for complete coordination with MHA, NDRF, States/UTs, DOT/BSNL/MTNL, NIC, ISRO and other related agencies in connection with the implementation of the Pilot Project National Disaster Management Services (NDMS)
  • Assist in selection and preparation of specifications of subsystems/components needed for establishment of Emergency Operation Center (EOC) at National, State and District levels
  • Initiation of any other Project requires integration with NDMS
  • Planning for last mile connectivity for Disaster Management.
  • Development of applications for android and other apps for use in Disaster Management on NDMS.
  • Coordination and IT Support to GIS platform related to NDMS
  • Capacity Building and Training in Telecommunication and IT of States and other Stakeholders.
Deliverable output :
  • Conceptual Design of various components of NDMS Communication Projects, Preparation of Technical Documents, SOP, Training Module, Project Monitoring at all levels, Advice for procurement of appropriate hardware and software needed for creating Telecommunication connectivity and other related issues at EOCs at the National, State / District levels and NDRF HQ locations and other specified locations, wherever required.
  • Design and prepare details of last-mile connectivity for disaster management on need basis.
  • Be a nodal officer for smooth coordination, implementation, training and further handing over of assets created as part of NDMS project to the respective States.
  • Capacity Building and Training of State Officials in Telecommunication and IT.
  • Any other work to be assigned as per requirement by NDMA.

  1. Initially for One (1) Year

Qualification & Experience
Qualification:
Bachelors Degree or above in Engineering or Electronics & Communication, or Telecommunication, or IT or in any communication related area.
Experience:
Minimum 5 years of experience in above mentioned field.
Objective
  • Should have knowledge of Information & Communication Technologies (ICT).
  • Should have knowledge on the specification of the hardware and software for creation of IT & Communication Infrastructure, involving use of various technologies, data storage, application server, web server etc.
  • Knowledge of implementation of projects would be desirable.
Scope of work
  • Responsible for coordination in consultation with Project Coordinator with MHA, NDRF, States/UTs, DOT/BSNL/MTNL, NIC, ISRO and other related agencies in connection with the implementation of the Pilot Project National Disaster Management Services (NDMS).
  • Assist Project Coordinator in preparation of specifications of subsystems/components needed for establishment of Emergency Operation Center (EOC) at National, State and District levels for NDMS Project.
  • Assist Project Coordinator in Initiation of any other Project for integration with NDMS Project.
  • Assist Software Engineer in development of applications for android and other apps for use in Disaster Management.
  • Any other work to be assigned as per requirement by NDMA.

Job Specification :   Sl.No : 03 - Software Engineer

Qualification & Experience
Qualification:
Bachelors Degree in Electronics & Communication, Computers or Telecommunication, or IT or in any communication related area.
Experience:
Minimum 3 years of experience in above mentioned field.
Working experience on Server System & Cloud based Network.
Working Knowledge in Software development, Web development, Project Management, ERP system development using PHP, Mysql and Wordpress etc.
Working Knowledge with Android/ Windows/ IOS applications
Experience of Software debugging & Testing.
Objective
  • Should be conversant with the latest Software technologies.
  • Should have thorough knowledge on the Software/web development, testing, implementation procedures using latest technologies, database creation, storage, application server, web server, etc. and
  • Strong statistical and programming background.
  • Expertise in development and implementation of Software/ Web/Android applications.
Scope of work
  • Development of Web based Application for Online Monitoring of equipments delivery, installation and status of implementation for each location under NDMS Project.
  • Software development for NDMS application.
  • Creation of Android/ Windows/ IOS Applications and other Apps for NDMA for use in Disaster Management.
  • Coordination and IT Support to GIS platform for NDMS Project.
  • Documents & demonstrates solutions by developing documentation, flow chart, layout, diagrams, charts & clear code.
  • Protects operation by keeping information confidential.
  • Any other work to be assigned as per requirement by NDMA.

Job Specification :   Sl.No : 04 - Hardware Engineer

Qualification & Experience
Qualification:
BE/B.Tech/ Diploma or Must be a Technical Graduate(Full time)
Experience:
Minimum 2 years of experience in case diploma holder should have minimum 3 years of experience in computer hardware along with server, printers, scanners, routers etc.
Experience on troubleshooting technical hardware and software issues in systems, applications, network and security capacity.
Experience with Linux Red hat server may add advantage.
Any other work to be assigned as per requirement by NDMA.
Objective
  • Should have knowledge of latest hardware items.
  • Should be responsible of maintaining the infrastructure of server; both equipment and services to ensure availability of maximum requirements for NDMS Project.
  • Should be able to handle the tasks of developing and providing information on the metrics of environment to establish IT & Network infrastructure.
  • Should be handle the tasks of identifying hardware issues and escalate to the support team in case of high level issue.
Scope of work
  • Troubleshooting and Monitoring of all hardware including Plotter, Printer, PCs, Server etc.
  • Fixing hardware along with Operating System faults
  • Day to Day admin and monitoring of all hardware items.
