The Ministry of Personnel, Public Grievances and Pensions is a ministry of the Government of India in personnel matters specially issues concerning recruitment, training, career development, staff welfare as well as the post-retirement dispensation. The ministry is also concerned with the process of responsive people-oriented modern administration. Allocation of Business Rules defines the work allotted for the ministry. Usually, though not always, the ministry is headed by the prime minister, with a minister of state reporting to him.In 1954, on the recommendation of Paul H. Appleby report, an Organisation and Methods (O&M) Division was set up in the Cabinet Secretariat. In 1964, the O&M Division was transferred to the Ministry of Home Affairs, under the newly created Department of Administrative Reforms. In 1970, on the basis of the recommendations of the Administrative Reforms Commission, the Department of Personnel was set up in the Cabinet Secretariat. In 1973, the two departments were merged to form a Department of Personnel and Administrative Reforms in the Cabinet Secretariat. In 1977, the Department of Personnel and Administrative Reforms was transferred to the Ministry of Home Affairs. And, in 1985,[1] a full-fledged ministry was created with the name Ministry of Personnel, Public Grievances and Pensions with three separate departments under it: Department of Personnel and Training (this also includes recruitment of officers through UPSC and SPSC)
Dedicated Freight Corridor Corporation of India Ltd. (DFCCIL) is a Government Company incorporated on 30th October 2006 under Section 617 of the Companies Act, 1956 with 100% Shareholding held by Government of India. It is a Special Purpose Vehicle (SPV) created to implement the most ambitious project of Indian Railways i.e. construction, maintenance and operation of Dedicated Freight Corridors. Presently, two dedicated freight corridors covering approximately 3338 route kilometers on Eastern Corridor & Western Corridor are under implementation. The Eastern Corridor, starting from Ludhiana in Punjab will pass through the States of Haryana, Uttar Pradesh, Bihar, Jharkhand and terminate at Dankuni in West Bengal. The Western Corridor will traverse the distance from Dadri to Mumbai, passing through the States of Delhi, Haryana, Rajasthan, Gujarat and Maharashtra. Feasibility studies for 4 future corridors has also been carried out. On completion of the project, the infrastructure so created shall be operated and maintained by DFCCIL. It is a Schedule-‘A’ CPSE with the administrative jurisdiction of Ministry of Railways. Its Registered and Corporate offices are at New Delhi. The company employed 795 regular employees (Executives: 600, Non-executives: 195) as on 31.03.2019. The authorized and paid up capital of the Company was Rs. 22,000 crore and Rs.10,768 crore respectively as on 31.03.2019. The Share holding of the Government of India in the Company is 100% as on 31.03.2019
