Note:
Number of posts and reservations mentioned above are indicative and may increase or decrease at the absolute discretion of the Corporation. UR-Un reserved, SC-Schedule Caste, ST-Schedule tribe, OBC (NCL) - Other Backward Caste (Non-Creamy Layer).Although the posts notified are for Mumbai Refinery, the Corporation reserves the right to offer initial posting/subsequent transfer to any other location of BPCL, post appointment, based on the business requirement from time to time.

2. BROAD DESCRIPTION OF DUTIES :


PROCESS TECHNICIAN : 
Operate equipment like all types of Pumps, Compressors, Valves, Exchangers, Columns,Vessels, Furnaces, Heaters, Cooling Towers, Fans, Filters, Reactors, Storage Tanks etc.Monitor all the parameters in the field like Pressure, Temperature, Flow levels, analyzers etc. Carry out simple Lab tests in the field. Ensure the activities of up-keeping the equipment/machinery. Make operational changes in the units as per standard operating
procedures. Ensure Health and Safety of all plant equipment (Static as well as rotary) in the assigned area. Take appropriate steps during emergencies and plant upsets to protect the plant personnel / equipment and inventory. Handle Plant upsets and subsequent trouble shooting.


UTILITY OPERATOR :
Operate all types of Pumps for various services, Compressors of various types, Blowers,Fans, Driers, Gas Turbines, Steam Turbines, Valves of various sizes, Heat exchangers of various types, Heaters, Cooling towers, Storage tanks for various services, KOD, Gas Skids,Reactors, and Filters etc. Commissioning, decommissioning and operation of steam headers of different sizes, Boiler feed water headers, fuel oil headers, Fresh Water headers,Drinking Water headers, Instrument Air headers, Plant Air headers, Condensate headers etc. Carry out sample testing in field as per requirement in field labs in DM plant. Monitor & record parameters in log sheets in the field like Pressure, Temperature, Flow, levels &
Analyzers readings etc. Drawing Samples as per Laboratory Test schedule. Ensure the activities of up-keeping the equipment/machinery. Make operational changes in the units as per standard operating procedures. Ensure Health and Safety of all plant equipment (Static as well as rotary) in the assigned area. Take appropriate steps during emergencies and plant upsets to protect the plant personnel / equipment and inventory. Handle Plant upsets and subsequent trouble shooting.

UTILITY OPERATOR (Boiler) :
Operate Valves of various sizes, soot blowers, Fuel oil burners & Fuel gas burners, all types of Pumps for various services, Blowers, Fans, Turbines, Heat exchangers of various types, Heaters, Cooling towers, Storage tanks for various services, KOD, Gas Skid , Filters, etc.
Removal & refitting of Oil burners, Shiftily Soot blowing operation of Boilers / Waste Heat Boilers, operation of Motor operated & hydraulic valves locally. Commissioning, decommissioning and operation of steam headers of different sizes, Boiler feed water headers, fuel oil headers, Instrument Air headers, Plant Air headers, Condensate headers etc. Operation of ID & FD fans. Operation of Steam turbines. Operation of Boiler feed water pumps. Monitor & record parameters in log sheets in the field like Pressure, Temperature,Flow, levels & Analyzers readings etc. Drawing Samples as per Laboratory Test schedule.Ensure the activities of up-keeping the equipment/machinery. Make operational changes in
the units as per standard operating procedures. Ensure Health and Safety of all plant equipment (Static as well as rotary) in the assigned area. 3. PAY & BENEFITS:
The selected candidate will be placed in Grade 7 in the pay scale of Rs. 13,800-41,000. In addition to Basic Pay, the appointed candidates will also be entitled for other benefits/allowances as applicable.

4. AGE LIMIT (as on 01.10.2016):
a. Minimum 18 years and maximum 30 years as on 01.10.2016 for General candidates, relaxable by 5 years for SC/ST and 3 years for OBC(NCL) candidates against the indicative reserved post.
b. PWDs with degree of disability not less than 40% will be given age relaxation up to 10 years (up to 15 years for PWDs belonging to SC/ST category and up to 13 years for PWDs belonging to OBC category).
c. Candidates domiciled in Jammu & Kashmir between 01.01.1980 and 31.12.1989 will be given age relaxation up to 5 years.

d. Age relaxation for Ex-servicemen would be as per applicable Govt. guidelines.

5. EDUCATIONAL QUALIFICATION / WORK EXPERIENCE :

Utility Operator –Gr ‘7’ First Class (60%) full Time Diploma in Mechanical/Electrical Engineering/Technology from a Government Polytechnic or equivalent Government recognized Institute approved by AICTE.
Utility Operator –Gr ‘7’(Boiler)First Class (60%) full Time Diploma in Mechanical/Electrical Engineering/Technology from a Government Polytechnic or equivalent Government recognized Institute approved by AICTE . And First Class Boiler Attendant Certificate
First Class with 60% in all the above position is relaxed to 50% marks for SC/ST/PWD Candidates

 Candidature of the applicants having First Class Boiler Attendant Certificate and applying for Utility Operator (Boiler), would also be considered for the post of Utility Operator.


6. SELECTION METHODOLOGY:
Selection methodology will comprise of two stages as detailed below:

STAGE 1 – Written Test
i. Shortlisted candidates based on the merit order percentage marks of Diploma,prorated to the number of posts will be invited for Written Test. This would however be a matter of sole discretion of the Corporation. The written test will assess the candidates on their technical acumen and generic aptitude including quantitative aptitude, reasoning abilities and basic English language skills. For qualifying in the written test, overall cut-off marks and sectional cut-off marks would be decided by the Corporation with due relaxation for SC/ST/PWD candidates.
The cut-off marks may also vary depending on various posts and performance of the candidates. Candidates should meet both the overall and sectional cut-off marks of written test to be eligible to be considered for stage two. The Corporation reserves the right to define the cut-off marks for written test. No queries will be entertained in this regard.

ii. Written Tests will be conducted at centres identified by the Corporation and would be suitably informed to the shortlisted candidates. Corporation reserves its right to include/exclude any test centre at any stage. No request for change in date of tests or test centers will be entertained for any reason whatsoever.

STAGE 2 – Skill Test:
Candidates qualifying in the written test as per the cut-off marks decided by the Corporation will be called for Skill Tests. Skill Test shall be of ‘qualifying nature’ only.Only candidates qualifying in this test would be reckoned for empanelment. Selected candidates should meet all the notified eligibility conditions and final Selection will be subject to the selected candidates clearing document/certificate verification.
