Appointment to the post of Chairman and Managing Director, Mahanagar Telephone Nigam Limited(MTNL) on deputation basis through Search Cum selection process by DoT.
The Government of India has constituted a Search-Cum-Selection Committee under the chairmanship of Chairman, PESB for appointment to the post , MTNL on deputation basis for a period of five(05) years with effect from the date of assumption of charge of the post or until further orders, whichever is earlier.
MTNL is a schedule 'A' CPSE under the administration control of Department of Telecommunications, Ministry of Communications and information Technology and provides telecommunications service in two metropolitan cities viz. Delhi and Mumbai.
The Post of CMD, MTNL has been exempted from the rule of immediate absorption for a period of five(05)years with the concurrence of department of Public Enterprises and approval of the Appointments Committee of the Cabinet(ACC).

It is requested that names of candidates seniority-wise who are found suitable for the said post as per the requirement indicated in the job description along with their up to date bio-data (in the prescribed form) duly endorsed may kindly be forwarded to Department of Telecom latest 8th september, 2016.
The applicant should submit their application through their respective cadre controlling authority and should mandatorily ensure that application reaches DoT before the expiry of the last date of submission i.e, 08.09.2016.
It is also requested that advance action may be taken to keep the ACRs for the last 05 years, of those candidates ready along with their vigilance profile [(i) Penalty imposed, if any, during the last 10 years (ii) Details of disciplinary action initiated/being initiated if any, etc] to be furnished as and when selection meeting is scheduled.
In case the relevant details are not received within the stipulated time, it will be assumed that there are no eligible candidates to be sponsored for the post.

COMPANY PROFILE
MTNL was incorporated under the India Companies Act, 1956 with the objective of taking over the management, control and operation of Telecom Network at Mumbai and Delhi with a view to raise necessary financial resources for development needs for areas of operations and to upgrade the same, MTNL is a schedule 'A'/ Navaratna CPSE in Telecommunications and Information Technology service sector under the administrative control of Department of Telecommunications, Ministry of communications and information Technology.
Its registered and Corporate office is at New Delhi.
The authorized and paid up capital of the company was Rs 800/- crores and Rs.630/- crores respectively as on March 31, 2016.
The shareholding of the Government of India in the company is 56.25%.
JOB DESCRIPTION AND RESPONSIBILITIES
The Chairman and Managing Director is the Chief Executive of the Corporation and is accountable to its Board of Directors and Government. He is overall in-charge of all aspects of the business spread across various business units of the company performance by human resource with emphasis in continuous improvement of company performance by encouraging performance oriented work culture within the organization. He is primarily responsible for the efficient functioning of the corporation for achieving its corporate objectives.
ELIGIBILITY
Age:On the date of advertisement:
(i)Minimum 45 years
(ii)Not more than 58 years for internal candidate and not more than 57 years for others.
Qualification
The incumbent should be a Graduate from a recognized University/institution with good academic record.
Experience
He should possess adequate experience at a senior level of management in a large organization of repute. Familiarity with various aspects of the telecom sector and having experience in network management, finance, marketing, HR will have added advantage. Experience in turning around companies facing difficulty circumstances would be given weight age.
Experience of working in telecom sector for at-least 05 years of the last ten years is mandatory.
Scale of the post Rs.80,000-1,25,000/- (IDA)
The pay of Government officers will be governed in terms of the orders issued by Department of Public Enterprises vide OM dated 26.11.2008 and clarification issued thereafter.
Submission of Application
Prospective candidates from the Central Public Sector and Government officers shall send their applications, through proper channel, in the format at Annexure-I in official notification.
The application for various categories of the officer are routed through proper channel as follows:
- For Government Servants through Cadre Controlling Authority.
- For CMDs/MDs/Directors in CPSEs, the concerned administrative Ministry.
- For below Board level in CPSEs, the concerned CPSE.
Certification by candidate
- Candidate has to submit his/her willingness for the post at the time of interview itself clearly stating that he/she will join the post, if selected. if any candidate, does not initially give his/her willingness, he/she will not be interviewed.
- If any of the candidates who appeared for the interview and is selected by the Search Committee, gives his/her unwillingness after the interview is held, but before the appointment is processed, would be debarred for a period of two years for being considered for a Board level post in any PSE other than the one to which the candidate belongs.
- If any candidate gives his/her unwillingness after the issue of offer of appointment, he/she would be debarred for a period of two years from the date of offer of appointment from being considered for a Board level post in any PSE other than the one to which the candidate belongs.
The last date for receipt of application in the Department of Telecom is 08.09.2016
No application shall be entertained under any circumstances after the stipulated date . Incompleted applications are liable to be rejected.
